Incompetent teacher barred from profession for four years

A FORMER teacher has been banned from the profession for four years for incompetence.

Ewa Rayner's lessons at Carlton Standhill School were "inadequate", a General Teaching Council (GTC) hearing heard.

Her marking was often of unsatisfactory standard, with feedback not being informative enough.

A lack of planning meant there were often behaviour issues in her classes, and children spent too much time engaged in things which didn't affect their education.

The hearing, held in Birmingham this week, heard that Ms Rayner had been a teacher at the school since 1991.

Concerns about her performance were raised after lesson observations in 2007 and 2008.

It led to her being subject to a monitoring procedure, which led to her dismissal in 2009.

GTC chairman Rosalind Burford said Ms Rayner's marking was "inconsistent in that some work was unmarked and some was marked by teaching assistants".

She said the GTC found Ms Rayner guilty of serious professional incompetence.

During the monitoring procedure, many of Ms Rayner's lessons were observed, using Ofsted guidelines.

Evidence suggested she did improve, but not enough.

The report added: "Ms Rayner gave some feedback to children but too often it was just general praise that did not inform the pupil as to what they had done well.

"Low-level disruption by pupils was a frequent feature of Ms Rayner's lessons, which led to time being taken up by her in rebuking them. This took up time in lessons, which inhibited learning and the progress of children."

The hearing was told that Ms Rayner, who didn't attend, was not helped by having a number of supply teaching assistants as her regular one was off with ill health.

Ms Rayner suffered from mild hearing loss, which the GTC said could have impacted on her ability to teach successfully. The four-year order means she cannot register as a teacher. She will then be able to apply for restoration of her registration after it expires.

Ms Rayner denied the charge. She doesn't intend to teach again in the UK.

Current Carlton Standhill head Sharon O'Connor, who did not work at the school at the time of Ms Rayner's employment, said it would be inappropriate for her to comment.
