Blanc denies racial quota policy

Bordeaux – France manager Laurent Blanc has denied any knowledge of a controversial alleged proposal by the French Football Federation (FFF) to limit the number of black and arab players by introducing discriminatory quotas.

Reports that French football chiefs, including Blanc, had discussed and approved a ceiling on non-whites emerged Thursday via Mediapart.

The influential website claimed: “For the top brass in French football, the issue is settled: there are too many blacks, too many Arabs and not enough white players in French football.

Speaking at a press conference here Friday Blanc categorically dismissed Mediapart's accusations, the 1998 French World Cup winning defender denying that such a policy existed.

Raymond Domenech's successor, speaking publicly for the first time since the report surfaced, said he had “never heard mention of such a project”.

He added: “Since around 15 years the playing policy has been discriminatory for a certain number of players, athletic and physical criteria being essential.

“Today, small players are penalised, that's discrimination,” he explained, in a reference to youngsters coming through football training centres.

“What upsets me most is to add 'colour' to this. When one accuses me of this type of discimination, that annoys me.

“Diversity exists, on the street as in football,” Blanc said.

The FFF has also denied the Mediapart report, and has launched an internal inquiry into the affair.

FFF president Fernand Duchaussoy, appearing at a hastily arranged press conference at its Paris headquarters, said: “People have spoken to me about a secret meeting, I can't know everything that goes on.

“I heard about this on Thursday with a great deal of surprise, I was taken aback. I thought it was a joke in bad taste. These are terrible accusations.”

Francois Blaquart, the FFF's technical director, also denied that any of France's football training centres had been ordered to adopt discriminatory quotas.

He commented: “Our only problem is to do with dual nationality (those players developed in France who then go on to play for different national teams).

“This involves players of all origins, it's got nothing to do with skin colour.”

Marseille coach Didier Deschamps, Blanc's former France captain, considered it “impossible” that the national coach and the FFF had implemented racial quotas.

“I know Laurent Blanc well, and I can't believe there were these meetings and decisions.”

Mediapart has accused Marseille of using racial quotas in its youth acedemy, but Deschamps dismissed that out of hand.

“They accuse Marseille, but just look at our team. Our players come from north Africa, from black Africa, from South America... Sport is universal, there is no question of discrimination.”

On Thursday a report by Mediapart claimed: “Some top officials at the French football federation's National Development Programme (DTN), including national team coach Laurent Blanc, secretly approved at the start of 2011 the principle of unofficial discriminatory quotas in training centres and schools around the country.”

Mediapart added that following a meeting in January, when those involved were told to keep the proposals secret, directives to apply the measures were sent to the numerous training centres around the country.

“According to internal sources at the FFF, who have been shocked by the proposals, instructions were sent to the different managers of training schools, notably the National French Institute at Clairefontaine,” added the report.

South Africa's rand edged towards a four-month high against the dollar in thin Friday trading as the British royal wedding kept London markets closed, boosted mainly by higher investor appetite for high-yielding currencies.

Government bonds however stumbled and yields rose as the market increasingly prices in higher domestic interest rates by year-end to fight inflation, while stocks edged up in line with global counterparts.

The rand rallied to a session high of 6.57, its strongest level since Jan. 3, before retreating to 6.5833 by 1545 GMT, still up 0.22 percent on the day.

“There was pretty low liquidity today as London was off but the persistent gold price rally, mildly positive risk appetite and a generally weaker dollar helped dollar/rand slide further,” said Gabor Ambrus, emerging market analyst at 4CAST.

“It seems the SARB (South Africa Reserve Bank) is not inclined to be as active as it was in January/February. I guess they need a stronger rand to keep inflation in check and delay a rate hike as much as possible,” he added.

The rand slid about 10 percent against the dollar at the start of this year, partly on more aggressive central bank accumulation of foreign reserves to curb its strength after gaining nearly 12 percent in 2010.

The local unit will have to pierce the Jan. 3 high of 6.55/dollar to target the late 2007 high of 6.43. Charts however suggest it will meet some resistance at 6.58.

Prospects of higher rates in the fourth quarter weighed on local debt on Friday, and the yield on the 2015 note edged up two basis points to 7.65 percent while that for the longer-dated 2026 note added 3.5 basis points to 8.69 percent.

The All-share index inched up 0.26 percent to 32,745.56, mirroring European markets, with retailer Massmart among the leaders after rising 2.13 percent to 144.00 rand.

Massmart was lifted by news a Namibian court had quashed a competition watchdog ruling that placed local conditions on Wal-Mart's planned takeover of it.

The judgment, awarded to Wal-Mart with costs, means the $2.3 billion acquisition of Massmart is now subject only to a decision by South African competition authorities. A hearing is scheduled for May 9.

Next week will be a short one because of the May Day holiday on Monday but the bourse will find direction from the rand, global commodity prices and a spate of earnings including a quarterly report for gold miner Harmony. - Reuters

The winnowing winds

In the Name of Allah, the Beneficent the Merciful?

By the dust scattering winds; then by the heavy laden clouds; then by their swift gliding authority; then by those who distribute the big affair; surely, that which you are being promised is true? By the sky full of orbits, surely you contradict one another in what you say; Only the perverse persons turn away from the truth. Woe to those who judge by conjecture; Those who are engulfed in ignorance and heedlessness. They ask: ?When will the Day of Judgment be?? It will be the Day when they will be punished in the fire, and it will be said: ?Taste your chastisement! This is what you were seeking to hasten.? Quran 51: 1-14

THIS morning, I agonised over what today?s topic should be. Events all around the country were all like those in the labour room: full of apprehensions and anxieties.

Suddenly, I realised how political I could be. I started feeling agitated. I began to pray that ?that candidate? should be elected. I realised that his emergence would speak to my fortune and that of my children! Then there was this soothing breeze, which came through the outside window into my office. It was like a balm. The breeze also functioned in reminding me of my negligence. I have not, at least for once, reflected over the importance of the air, the wind and water in my existence.

The first point of reference for me, therefore, was the Qur?an. The above verse from the Quran is highly instructive and relevant. Even though Aristotle may have coined the word meteorology, which means ?talk about weather?, but he could not have claimed he was the source of ?the dust scattering wind?.

Even though Greek scholars would have us believe he once strolled with his students in the Lyceum gardens in the 4th century B.C and then mused about the causes of thunder and lightning, of wind and storm and consequently put his conclusions on paper in Meterologica, my reading of his opinion on this important aspect of cosmology reveals his acute awareness of his limitation.

Though he is said to have published the first work on the subject, his perspective on the wind remains important only because it is perhaps the first to be attempted by any human being. The knowledge that the air and the wind vouchsafe of the cosmos and events in our phenomena are so sublime such that it is the perspective of Allah, the Creator of the heavens and the earth, which can encompass its inimitable possibilities.

The wind or the air, known as al-Rih in Arabic, is one of the signs of Allah in Creation. Scientists do not have to tell me that the air, like water, is essential for the existence of the cosmos. They do not have to theorise that where air is found water can be found. Yet the scientists would carry on ? ?there is no air that does not contain water; air takes part in the streaming movements of water, just as, in the play of clouds, water vapour join in the movement of the air.? Thus in nature ?the elements of air and water mingle in manifold interplay. Every system of rivers, every lake, every sea, is an organic totality with its own circulation and to each of these belongs the air space above it?.

But the core of today?s sermon does not lie in the necessity to plumb the chemical properties of the air or the wind. Rather it lies in the way we have become so enamoured by its presence such that we now take it for granted. We seem to have glossed over the truth in our existence ? that what the plants quietly breathes out, we animals breathe in; the air we breathe out, the animals breathe in. The air ensures we live in the presence of our ignorance. We are so full of ourselves that we conveniently forget the nothingness of our existence in the symmetry of creation. We forget that from the wind, which blows in the atmosphere, our existence derives its sustenance.

But why is the air that we breathe so invisible yet the human in us desires to be visible, particularly at a time when our visibility is oftentimes for the negative purpose?

In order to perpetrate his evil, the evil genius among us depend on the air to survive; he is completely oblivious of the day he would breathe out but would not be able to breathe in; the day the wind would blow over his body but he would have become a cadaver fit only for experiments in the laboratory or as supper for the termites in the grave!

In other words, dear brethren in faith, do you know how many times we breathe in a minute? Are you conscious of the fact that each breath we take is counted while we are busy counting what does not worth being counted?

Brethren, imagine what would happen if water and wind, which represent one of the most important necessities of life were to be found only in certain parts of the world, say in the Delta or in the Sahara! Imagine what would happen if water and wind were to be a resource under the control of the current government in Nigeria the same way it holds authority over energy and petroleum.

Imagine what would have happened if water and wind were to be unavailable in Nigeria such that government would have to intervene by contracting it out as it has done with diesel and petrol or import them from overseas.

Brethren, imagine what would happen if water and wind were to be like our national ?cake? which would have to be appropriated at the beginning of every fiscal year by our ?legislators.? It would have meant that to be a legislator is to have the opportunity to achieve eternity; our members of parliament would definitely appropriate more ?air? and wind unto themselves as they have done with our wealth.

While thanking Allah for ensuring that this important resource is under His control, I am humbled by the fact that the air that we breathe, the air which constitutes an important element in our life, could equally become an instrument of punishment in the hands of our Creator. Remember the people of ?Ad. The wind started that day in its usual manner: cool, gentle and soothing. Then gradually it became violent. It became tempestuous. It became a typhoon, a tornado.

A different type of wind is blowing in our village presently; a ?dust scattering wind?. The wind is blowing away some individuals who have held sway over the governance of their respective states, individuals who have turned their states to their personal estates. The wind is replacing them. The wind is blowing; a dust scattering wind is blowing away persons under whose suzerainty cities in our country have become wastelands. It is blowing away individuals who want people to praise them for occupying the government house and for presiding over arrested development. I am on prostration supplicating!

Fergie banking on winning mentality

Sir Alex Ferguson believes Manchester United’s winning mentality will be vital in their quest for silverware this season.

Manchester, United Kingdom – Sir Alex Ferguson believes the winning mentality ingrained in his Manchester United players will play a vital role in any end-of-season charge for silverware.

Over the last two decades, United have dominated English football and have rarely buckled under the pressure as they fight on more than one front to lift further trophies.

United are once again in the mix for honours as they bid to win the Premier League, as well as having foot in the Champions League final.

And Ferguson says the strong end to this campaign, that will be determined over the next fortnight, is a position his players are now comfortable finding themselves in.

The Manchester United manager said: “You hope the longer they are here it's a natural integration of where the club has been over the last 15 years.

“It has its qualities. The club has fantastic profile, history and it's got a good philosophy the way they play the game.

“They've had winning qualities going back all these years and are dominant now.

“It's a natural thing. The personality of the manager is the most important thing in the football club.

“That personality involves the determination of your character, your philosophies.

“Personality is important for everyone who leads a unit, whether it be a football team or a business.

“That personality can inspire the players to be better and to believe and trust the qualities we are seeing in our team at the moment.”

Ferguson insists he will utilise his squad and rotate his players during the climax of the season.

The Scot has a fully-fit squad to choose from after Dimitar Berbatov and Darren Fletcher returned from spells on the treatment table.

He said: “For my experience over the years when we've been challenging, the way we have handled it has always been good.

“I have a strong squad and I can make a few changes if I want.

“We don't do a great deal of training now. It's recovery and getting the energy back in and keep the form.

“The good thing is Berbatov and Fletcher are also now back. Darren is a great addition to the squad at this time of the year having missed him for a couple of months. “There is a great freshness at the club. Ji-Sung Park, Antonio Valencia, Anderson and Fabio have come in, it does give you an extra boost regarding intensity and all the games these days, it does put you in a good position.”

Ferguson has also been boosted by the return of form of Wayne Rooney.

The England striker, who has scored 15 goals this campaign, has endured a troubled season but appears to have rediscovered his old form and is a different player to the disillusioned figure who tried to quit Old Trafford last October.

And after Rooney once again revealed he made a mistake by publicly questioning the strength and ambition of the club, Ferguson said: “He has been in fantastic form.

“Javier Hernandez and him have been a revelation in the last few weeks. It's given us all hope we have a chance.” – Sapa-AFP

Lannin, who has worked for 7 years as a forensic lipreader for police forces and media outlets with O'Malley Communications, picked out comments from Prince William, his bride and Queen Elizabeth II in a partial transcript. Her assessment couldn't be verified.

A52 closed at Bramcote due to accident

THE A52 has been closed between Priory Island and Sherwin Island, Bramcote due to an accident.

Police were called to the incident at around 2.10pm today.

It involved two vehicles, one of which caught fire.

The car fire has since been extinguished, but the road remains closed while the debris is cleared.

It is not yet clear if anyone was injured in the accident.

Stoke City fan: 'My red shoes will help Potters win'

LIFE-LONG Stoke fan Jacki Sadula is concerned the Potters won't win the FA Cup – unless she is at Wembley wearing her lucky red shoes.

Every time the 32-year-old has worn the shoes to a Stoke City game, the Potters have won.

The winning streak stretches to 10 matches this season and includes the 5-0 Wembley mauling of Bolton Wanderers in the cup semi-final.

But because she is a Stoke City silver member, rather than a season ticket holder, there are no guarantees she will get a ticket to watch her team grace the domestic season's finale.

Now she is pleading for a ticket, so her shoes can help fire Stoke to glory.

Jacki, who lists Matthew Etherington, Jermaine Pennant and Robert Huth as her favourite players, said: "My story is a plea for my lucky red shoes to have a ticket for the FA Cup final. Every time I've worn them to a Stoke game they've never lost.

"I've been to numerous games in them, probably about 10 matches this season, including the FA Cup quarter-finals against West Ham and the semi-final at Wembley against Bolton.

"I would love it if Stoke City would give me one, or anyone who can't make it could give me one to take me and my lucky red shoes back to Wembley to win again."

Jacki, who lives with children Brooke, aged seven, Chloe, aged three, and her partner, firefighter Rogue Lovatt, aged 36; in Hanley Road, Sneyd Green, bought her shoes from Primark for �12, two years ago.

The red leather shoes have been re-heeled twice costing �13 each time.

Jacki, who works part-time at Asda, added: "The only time I didn't wear them to the Britannia, I wore my Ugg boots instead and Stoke lost.

"I've probably seen Stoke score about 20 goals this season.

"I don't always get the chance to go, with having two girls. I've tried to get them interested, but I haven't had any luck so far."

"I don't think I will be able to get a ticket either.

"I missed the 1972 League Cup final , because I was in the Army, serving with the Cheshire Regiment.

"I was on a train travelling from East Berlin to West Berlin while the match was being played, with orders to shoot anyone who tried to get on. I was only 17.

"I kept wondering how Stoke were getting on."

Stoke have played 43 games in all competitions and won 19. They have been successful in 100 per cent of the 10 games Jacki attended in her shoes, but have won only 27 per cent of the remaining games.

Somali pirates have freed the Panama-flagged bulk carrier MV Renuar and its crew after four months in captivity.

Mogadishu - Somali pirates have freed the Panama-flagged bulk carrier MV Renuar and its crew of 24 Filipinos after four months in captivity, the European Union's anti-piracy task force said on Thursday.

“The ship is now sailing to a safe port,” EU Navfor said in a brief online statement.

Pirates firing rocket propelled grenades seized the 17 156 ton vessel on December 11 as it headed to the United Arab Emirates from Mauritius.

London – Arsene Wenger insists Arsenal's collapse this season won't lead to a mass exodus of star players such as Cesc Fabregas and Robin van Persie.

Wenger's side squandered a glorious chance to end their wait for a first trophy since 2005 as they lost the League Cup final against Birmingham, then crashed out of the Champions League to Barcelona and the FA Cup against Manchester United.

Even more painful for Wenger was Arsenal's failure to take their opportunities in the Premier League title race and the Gunners go into Sunday's clash with leaders United knowing a game once billed as a title decider now means little to his team.

With Arsenal still looking weak in several departments, it would be no surprise if Fabregas, Van Persie and Samir Nasri spent some time considering their futures in the close-season.

Fabregas made it clear that he wanted to join Barcelona last season and the Spanish champions are likely to come in with a renewed bid for the Arsenal captain.

Van Persie and Nasri would also attract attention from Europe's top clubs, but Wenger is adamant that no-one will be sold unless he feels the deal is right for Arsenal.

“We do not want to sell our players,” Wenger said on Thursday. “Our players have contracts and they will stay here unless we decide otherwise.

“We want to keep our best players. We play our game against Man United on Sunday, we are not on the transfer market now.

“This is a subject that is not creative, we have answered it in 80 percent of press conferences. This is a subject that has to stop because the past has shown the question is useless.”

Arsenal's defensive frailties and lack of mental strength during tricky moments has led many fans and pundits to call on Wenger to spend big money on experienced, proven talent before next season.

But the French coach has no intention of ripping up his squad because he is convinced the players are much better than many critics believe.

“I do not want to go on about the transfer market now, and whether we will buy or not buy. We always want to strengthen the team, but if you look at the numbers you will see we created as many chances as anyone,” he said.

“Yet the team with most shots on the bar is Arsenal and the most penalties against is Arsenal. You have to take a bit of distance and analyse it.

“I believe we have exceptional quality. We have to face a little sceptical attitude from people but we are not as bad as people say.

“We live in a world where when you don't win you are criticised and you have to accept that.

“We have produced consistent quality. We just lost after 16 games against Bolton but we have to improve of course.”

After winning just one of their last seven league matches, Arsenal are lagging nine points behind United with four games to play.

Even a victory over United on Sunday is unlikely to be enough to rekindle their title challenge at this late stage and Wenger concedes Arsenal have blown their best chance to win the league for years.

“Yes it was a great chance, because if you look at all the numbers it is the closest we have been,” he said. “We could have had nine points last week but only took two.

“We feel more frustrated than ever because we are closer than ever to win this league. This year we had the quality to win it.

“The unfortunate thing is there are plenty of moments to look back with regrets. There is not one moment, we missed many opportunities.

“I feel we have made up a lot of ground on United and we have the chance to show that on Sunday.

“This game was targeted as being a decider for the championship, it certainly will not be, but we still have to give everything and play with a fighting spirit.” – Sapa-AFP

14-year-old boy appears in court over Arnold house fire murder

A 14-YEAR-OLD boy, who was charged with murder after a woman's body was found at the scene of a house fire, has been remanded into custody.
A post-mortem examination revealed the woman had died from head injuries.
The teenager, who cannot be named for legal reasons, appeared before magistrates today at the Nottingham Youth Court.
A bail application was refused by Nottingham Crown Court this afternoon.
Judge John Milmo ruled that the boy should remain in local authority secure accommodation.
He was wearing a dark blue track-suit as he appeared in the courtroom's dock and members of his family were also in the courtroom.
He was arrested after the blaze in Georgia Drive, in Redhill, Arnold, at around 1.10am on Monday..
The victim has since been formally identified as 47-year-old Jacqueline Bartlam, who lived at the address.

Antibiotic policy reduces glaring abuses of antimicrobials, says Obembe

Obembe_sci_28-04-11Akintunde Obembe, the newly elected chairman of the Lagos State Branch of Pharmaceutical Society of Nigeria (PSN) was the past editor ? in ? chief and social secretary of the association. He has also served at committee level of both state and national levels of both PSN and the Association of Community Pharmacists of Nigeria (ACPN).  He spoke with BEN UKWUOMA on a wide range of contemporary health matters. Excerpts:

THE issue of who has a right to dispense antimicrobial drugs is a recurrent issue.  What is the proper thing to do?

For the records, the Pharmacy Act stipulates in Part III Section 7 that ?no person shall mix, compound, prepare or dispense a drug or poison unless he is a dispenser or a chemist or being a missionary has received a permit in that behalf issued in accordance with the regulations made under this Act,?

This is corroborated in Sections 6.16.2(1) of National Drug Policy 2005 which states inter ? alia ?only duly licensed pharmacists shall have authority to supply, sell and dispense drugs to the public.  Such sales shall take place in premises licensed for that purpose, which shall be subject to regular inspection.?

The National Drug Policy 2005 incidentally is a policy document initiated at the instance of the Federal Ministry of Health in partnership with the European Union, DFID and World Health Organisation.  We are, therefore, convinced that the honourable minister, who is the official symbol of best practices in the Health Sector, will continue to champion global standards, which recognises pharmacists as the only experts on medications because of their peculiar mode of training on the totality of drug use including its synthesis, pharmacokinetics, side ? effects, Advance Drug Reactions and indeed other salient.

Media reports have quoted the minister as claiming that abuse of antimicrobials, because of uncontrolled access to drug stores especially Patent Medicine Vendor is a major problem.  He also lamented wrong medication and non ? compliance of appropriate dosage regimens as part of the problem.  The veracity of these submissions is immutable.

We, however, urge the Federal Ministry of Health to exercise stricter control on the Federal Task Force domiciled in NAFDAC and the Pharmacists Council of Nigeria to intensify efforts geared at making these enforcement bodies to seal the plethora of unregistered drug premises in accordance with relevant statutes because they add a significant dimension to the unfortunate challenges.  It is noteworthy that the minister acknowledged that hospitals contribute to the problem of antimicrobial resistance through hospital-acquired resistance to drug.

It is a statement of fact that private hospitals that do not engage pharmacists, yet stock drugs, which are handed over to the public by quack dispensing assistants and auxiliary nurses with no counseling do as much damage as the Patent Medicine Vendors.

Even in the public sector, we witnessed a bizarre phenomenon when Antiretroviral (ARV) drugs were strangely handed over for dispensing to a group of public sector doctors, who styled themselves ARV doctors.

The Pharmaceutical Society of Nigeria (Lagos State Branch) advises the Federal Ministry of Health that the only way drug use therapy can work is to tow global inclinations, which dictate separation of professional roles in the prescribing and dispensing of drugs.

Nigeria continues to cause serious problems for the rest of the world because of the easy access to all cadres of drugs, as well as, unprofessional dispensing techniques.  Huge sums devoted to Research and Development of drugs will continue to amount to a waste, if the Federal Government through Federal Ministry of Health does not re ? strategise to achieve sanity holistically in the health sector.

We are calling for an antibiotic policy that places emphasis on appropriate prescribing and dispensing of drugs in Nigeria.  This policy if well implemented, has a tendency to reduce glaring abuses in the use of anti ? microbials in Nigeria.

It appears so much is happening in pharmacy practice as it affects PSN and Pharmacists Council of Nigeria, (PCN) relationship.  What is the way forward?

Ordinarily, I would have preferred to forward my impressions and the PSN (Lagos State Branch) perspective directly to the Federal Government, but since the enquiry is about the way forward, I will posit that parties in this impasse must think more of the future of pharmacy practice.

The genesis of this crisis was unlawful appointment of representatives of Pharmaceutical Society of Nigeria (PSN) on the Board of the Pharmacists Council of Nigeria (PCN).  Even when the principal officers of the Pharmacists Council of Nigeria have attempted to defend themselves, the perception sticks that they influenced this unwieldy event.

The dimensions of this crisis is widening as the Registrar of PCN has refused to sign and issue licenses to pharmacists and companies in 2011 on grounds that they have not participated in MCPD.  I will advise the Registrar and other PCN members to immediately proceed and issue these licenses.

I won?t dwell on only legal principles in advocating this, it is a fact that the Annual General Meeting (AGM) of PSN can annul directives of PCN, which is the plank invoked by PSN to annul the directive of PCN on the MCPD participation.  There is also a valid court order from the Federal High Court, Lafia that bars the Pharmacists Council of Nigeria from using the MCPD as a condition precedent in the recertification of pharmacists.

Specifically, the court order declared that once a pharmacist pays the annual prescribed fees in a given year, he is entitled to his licence.  These legal positions take precedence in any decorous order.  I am admonishing the Registrar that it is difficult to win a war against your own ?constituency? especially when they stand on their perceived rights.

The Federal Government through the Federal Ministry of Health must follow dictates of due process to solve this imbroglio now.  For reasons of commonsense, the Pharmacists Council of Nigeria must stop the MCPD, which it has held for 10 years. The court order, which bars linkage of MCPD to recertification, must be upheld.

I appeal to the Federal Ministry of Health not to allow this situation in pharmacy to deteriorate to violence and new wave of litigations being threatened by younger pharmacists.  I hope somebody in government is listening.

The National Health Insurance Scheme (NHIS) approach to managed care is not acceptable to the PSN.  How do you reconcile the issues?

For many years, the PSN and its affiliate groups have identified designation of 20 and 30 care centre as points to pay capitation fees as a major flaw.  In the ideal, Only primary care centres should qualify for capitation payments.  The other revolves around NHIS?s choice of Global Capitation as payment mechanism in the scheme.

I have always evaluated the response of the NHIS through its Executive Secretary, Dr. Dogo Mohammed, a medical doctor.

Mohammed hides under the platform of easy access to care facility to argue that 20 and 30 care facilities must be capitated.  He believes that patients (enrollees) will not like a situation where they visit a doctor in one location and move several kilometres away to fill prescription in pharmacies.

His postulation is that enrolees love One?Stop facilities, which are facilities that have all care ? providers under one roof.  The one ? stop facilities would have been the ideal, but they are not replicated in our healthcare setting today.

The fundamental principle to note, however, is that there are statutory positions that govern health services in Nigeria.   There are also norms, health policies and drug policies to abide with.  Section 7 of Part III of the Pharmacy Act is very unambiguous that only pharmacists must sell, supply and dispense drugs in registered premises to clients.

Section 16.6(I) of the National Drug Policy 2005 also amplifies this when it declares that only duly licensed pharmacists shall dispense drugs in registered outlets renewable by the Pharmacists Council of Nigeria.

It is tragic that Mohammed and his management team have unilaterally changed these statutes under the guise of easy access to facilities probably because they ?love? enrollees more than the rest of us.

For the records, the issue of convenience or access to facilities cannot be tied to emergencies like the NHIS wants us to believe because most clients are out ? patients who can sometimes fill their prescriptions at their convenience.

Is it proper to allow pharmacists to participate in ward rounds?

It is a statement of fact that Pharmacy and Medicine are two distinct professions, which from all intents and purposes guarantees clear job descriptions.

Globally, it is the recognised duty of pharmacists, who are medication experts to dispense drugs in any credible drug supply system, while doctors are saddled with the responsibility of diagnosing disease states and prescribing drugs for client.

Professionalism is geared towards separation of roles and it is therefore very logical to imply that a pharmacist on ward rounds cannot venture into diagnosis or prescribing drugs for patients.

Pharmacists are one of the most accessible healthcare professionals and more fully utilising their clinical training will extend care. Pharmacists have particular expertise in the use of medicines. The clinically focused pharmacist curriculum typically has far more medication focused education hours than other healthcare professionals.

This expertise and skill make pharmacists contribution to the healthcare team important to both optimises therapy and to prevent medication related problems. No other professional in healthcare has the understanding and expertise across the full range of medicines available, including the various formulations and products, as the pharmacist. Pharmacists also reinforce preventive heath measures and medication adherence.

In instances where a doctor is not convinced about the quality of advice he gets, he is certainly not bound to accept the advice from the pharmacists.  The relevant issue remains that pharmacists services and involvement in patient-centered care have been associated with improved health and economic outcomes, a reduction in medicine- related adverse events, improved quality of life, and reduced morbidity and mortality.

These accomplishments of pharmacists have been achieved through gradual expansion of traditional roles and, in some case through the emergence of collaborative drug therapy management programmes.

Healthcare practice cannot continue to be inclined on a peculiar Nigerian style, as healthcare practice is a global phenomenon, which practitioners must as of a need embrace.

In the developed world, it is a compulsory dimension to see pharmacists as part of a team of health workers on ward rounds actively seeking to optimise outcomes from drug therapy.  The value pharmacists offer on such rounds revolves around medication use review, which boosts optimal therapeutic outcomes.

Even in Nigeria, the University College Hospital, Ibadan now has pharmacies in all wards, which compels pharmacists to oversee dispensing responsibilities. Pharmacists participate in ward rounds at University College Hospital, Ibadan, National Orthopaedic Hospital, Igbobi, and other serious health institutions. Pharmacists are very much appreciated today by doctors and other stakeholders in these health institutions.

It has become fashionable to inculcate Unit Dose Dispensing System (UDDS) as a compulsory component of the hospital system.  The UDDS guarantees a pharmacist ? patient discourse, which obviously allows an interphase that boosts professionalism in the best interest of patients as they have unfettered access to the expertise of pharmacists, who dispense drugs directly to patients in hospital wards.

The benefits of this, is that a patient has insight into his drug regimen, potential side-effects and adverse drug reactions as well as other details like drug-drug interactions, food ? drug interactions and drug-disease interactions.

On the basis of the above you are just likely to meet a pharmacist in the wards like the dispensary pharmacist in hospitals accompany doctors when seeing patients and support the clinical team by offering advice on medication as it relates ADRS, Pharmacokinetics and other parameters.

Pharmacists work in close range with other health professionals on wide spectrum health matters.  Pharmacist are in an ideal position in this era of Pharmaceutical care to excel because, Pharmaceutical Care involves taking direct responsibility for patients and their disease states, medications and the management of each in order to improve the outcome for each individual patient. The advantages of pharmaceutical care include: -

? Decreased medication errors

? Increased Patient compliance in medication regime

? Better chronic disease state management

? Strong pharmacist?patient relationship

? Decreased long-term costs of medical care

This escalating complexity of care is demanding of a multidisciplinary approach, incorporating the expertise of the various disciplines to optimise patient outcome. This is particularly true as the range of treatments expands and diseases and procedures that were once reserved for exceptional cases (such as heart transplants) are now becoming routine.

Pharmacists, as medication experts must be encouraged to provide assistance and leadership in managing the patients? medicines therapy regimens.

Many factors in the healthcare landscape lend support for the expanded services of pharmacists in many countries. Nigeria cannot afford to be an exception, thus compelling a need for all stakeholders to respond positively to these emerging challenges and concepts.

Carlton store cordoned off after bomb scare

PART of Oakdale Road in Carlton was cordoned off last night after a bomb scare at the Tesco store.

The store was evacuated after a suspect package was found but bomb disposal experts declared the area to be safe.

Notts Police were called out at about 9.45pm. The road was reopened at about 11.30pm.
A police spokesman said the package was found not to be suspicious.​

Woman heartbroken after puppy stolen by burglars

A WOMAN has been left heartbroken after her ten-week-old puppy was stolen in a burglary at her Calverton home.

Thieves who snatched pug Lola also took Marie Merrington's car and iPod.

Miss Merrington has put up posters and appealed on internet sites for information on Lola's whereabouts.

She said: "As each day goes by, we are becoming more and more concerned about Lola's health.

"She hadn't been well and was suffering a stomach upset and was on antibiotics.

"We were feeding her very specific food. We want to know she is OK and want her back."

Miss Merrington and her partner had only had Lola for two weeks when the break-in happened in the early hours of Monday, April 11.

The couple slept through it.

Miss Merrington said: "We didn't hear anything. We were woken at about 6am when one of our cats came upstairs miaowing.

"My partner went downstairs and let it out the front door so we didn't disturb Lola. Then it came back up again. We just knew something wasn't right."

Miss Merrington added: "We went downstairs again and saw we had been burgled. They hadn't left much of a mess but because of Lola's stomach upset she had left dog mess, which they then trod through the house.

"They took other things, but they can be replaced. We just want our dog back."

Miss Merrington said they had received a call from a woman living nearby about a possible sighting of Lola, but nothing had come of it. "If anyone out there knows anything about what has happened to Lola, then we would really like to hear from them," she added.

"Two weeks have now gone by and we are extremely concerned."

A police spokesman said: "Our inquiries are continuing and we would urge anyone with information to call 0300 300 9999 and ask for Carlton CID or call Crimestoppers on 0800 555 111."

Death by dangerous driving fugitive 'is facing jail term'

A MAN who was a fugitive for ten years after admitting causing death by dangerous driving is facing a jail term.

Imran Rashid, 34, fled to Pakistan in 2001 before he could be sentenced for causing the crash which killed a teenager.

He was arrested on Tuesday night when he landed at Manchester Airport and appeared in court yesterday.

Paul Stimson, prosecuting, said it was likely Rashid would be jailed when he is sentenced.

But Rashid's legal team are set to apply for him to be given bail at a future court hearing.

Mr Stimson said: "He was due to be sentenced on August 2, 2001, and failed to attend.

"It is now clear that he has been in Pakistan since then."

He added: "He is facing a custodial sentence."

Nottingham Crown Court heard that Rashid handed in his two passports when he was requested to ten years ago.

But he still managed to make arrangements to leave the country.

The case surrounds a smash in Wollaton in June 2000. A Peugeot 405 driven by Rashid, who had been drinking, ploughed into the back of a Rover. Nardeep Singh Walia, 19, a front passenger in the Rover, was killed and six others injured.

Rashid, formerly of Newstead Grove, Arboretum, admitted causing death by dangerous driving in April 2001. Injured in the crash, he has since suffered from chronic back problems. He appeared in court in a wheelchair.

Having fled the UK, he remarried and had two children. His father Abdul Rashid has made several attempts to make him return to the UK.

Adrian Reynolds said in mitigation that he was considering making a bail application and that Imran Rashid's brother had offered a �20,000 surety.

He is next due in court next Wednesday. Judge John Milmo, QC, remanded him in custody.

After the hearing, Abdul Rashid said he was happy his son was back in the UK.

Before fleeing the country, Imran Rashid applied to change his plea, but this was turned down.

Abdul Rashid added: "Hopefully we can make progress now. With his problems, I believe he should be in a mental hospital."

After the hearing, Mr Singh Walia's sister, Parminder Ahluwalia, said: "There's never been a sense of closure for us and there has always been questions unanswered. It's been 11 long years waiting for this day to happen and we now want to make sure that we get justice for Nardeep."

Overweight women tend to end up with lower-quality mates - but excess kilos are no disadvantage for men, a psychologist has found.

Dr Alice Boyes, a New Zealander who returned from Britain six months ago to rejoin her partner in Christchurch, says heavier women pair with men who give themselves low ratings on scales of “attractiveness/vitality” and “status/resources”.

But men's weight makes no statistically significant difference to their partners' ratings of themselves on any of the three scales used - attractiveness/vitality, status/resources and warmth/trustworthiness.

“For women the standards are much more restrictive,” Dr Boyes said.

“A woman with a wee bit of a round tummy might be judged negatively. There is a bit of a bias there.”

Her study, just published in the American Journal of Sex and Marital Therapy, was drawn from a wider set of questions about relationships in a sample of 57 couples at Canterbury University who were interviewed for her 2006 doctoral thesis.

She asked women and men to rate the quality of their relationships, whether they expected them to last, and how they rated themselves and their partners on 17 qualities grouped under the three scales of attractiveness/vitality, status/resources and warmth/trustworthiness.

“For a long-term relationship, both women and men value warmth/trustworthiness the highest,” she said. “To men, attractiveness/vitality is a lot more important than status/resources, but for women it's more even.”

She found that the higher the woman's body mass index, the lower the quality of their relationships as rated by both the women and their partners, and the less secure both partners felt.

Teen still owes �10k after car purchase scam

TWO garages have been left out of pocket by a teenage fraudster who swindled them out of cars.

Joshua Beevers, aged 19, of Springfield Road, Biddulph, admitted five counts of fraud after buying cars on part exchange; using cheques which then bounced.

He was sentenced at Stoke-on-Trent Crown Court to eight-months in a young offenders' institute, suspended for two years, plus a two-year supervision order and 240 hours of unpaid work.

Chris Beresford, owner of King Street Motor Company Ltd, in Longton, says Beevers still owes him about �10,000 plus a Vauxhall Astra, which he bought using an account which contained no funds.

Mr Beresford, aged 38, of Norton Heights, said: "He has got off scot free. The courts should have ordered compensation to be paid.

"He owes us �10,000 and we have not got the Astra back.

"He used to buy cars off me all the time. He would have a car for a week, get bored with it, then bring it back and part exchange it.

"We'd knock some money off the value of the car when he part exchanged it again.

"Then one time he came in and asked if he could have a car, then pay for it in a couple of weeks, because he was waiting for some money to come through.

"He owed us debts of �10,000. He then came in and paid the bill."

That cheque, along with others handed over by Beevers, bounced.

Beevers then took the Astra to Autokraft Garage in Uttoxeter Road, Longton, where he part exchanged it for a Peugeot 106, worth �2,300 plus �1,800 in cash.

Phil Halfpenny, owner of Autokraft, said: "He had taken cars from us before and there had not been any problems.

"He had a Peugeot 106 off us a while ago. He had it for two days, then said he didn't like it, he thought it was too small and part exchanged it for a Peugeot 206.

"He turned up here with the Astra and said he wanted the 106 back. We gave him the 106 and �1,800 in return for the Astra.

"We've still got the car, but we can't do anything with it because the police classed it as evidence."

The Sentinel reported on Friday how Beevers had begun buying and part-exchanging cars using compensation he had received from a serious accident.

But when the money ran out he continued buying cars.

An MG, which had been bought legitimately, was part exchanged at King Street Motors, on October 20, 2010, for a Peugeot 206.

He wrote a cheque for �740 which bounced.

Three days later he paid off debts of �10,000 at the dealership, using a cheque which also bounced.

He then part-exchanged the Peugeot for an Audi MP 55, paying �5,150, from an account which had no funds.

The next day he swapped the Audi for an Astra, which was then part exchanged at Autokraft for the Peugeot 106 plus �1,800.

The Peugeot was then part-exchanged for another Vauxhall Astra, through a private dealer. He promised to pay �500 on top, which was never paid.

The court heard King Street Motors had not suffered a financial loss and Beevers was not given any cash penalty by the courts on top of his suspended sentence.

When The Sentinel approached the CPS for comment, we were referred to Staffordshire Police.

The police then referred us to Her Majesty's Court Service, which was unavailable for comment.

Neuer steals the spotlight

While he couldn’t stop his Schalke side from losing to Man United, goalkeeper Manuel Neuer was definitely the star on the night.

Gelsenkirchen, Germany – Manchester United may be all but assured of a place in the Champions League final, but Schalke goalkeeper Manuel Neuer stole most of the headlines after their first semifinal date.

United manager Sir Alex Ferguson led the praise on the 25-year-old Germany goalkeeper who made a dozen astonishing saves before finally being beaten by Ryan Giggs and Wayne Rooney in Schalke's 2-0 first leg home defeat on Tuesday.

“That was one of the best performances from a goalie I've ever seen against us,” said Sir Alex.

United were linked in the past with Neuer to replace retirement-bound Edwin van der Sar (who had a quiet evening on the other end), but most recently everything points in the direction that he will leave for Bayern Munich, either after the season or next year.

“We know he's going to Bayern, he was absolutely fantastic,” said Ferguson.

But some British papers including The Independent on Wednesday wondered whether United should not perhaps reconsider.

“The suspicion that Bayern have all but tied up a deal to take him to the Allianz Arena for next season has seen Neuer recede from the debate about who should succeed Edwin van der Sar when he retires but the evidence that a move for Neuer might be the right choice was there before Ferguson's very eyes,” said the daily.

Neuer said recently that he will not extend his Schalke contract which runs until 2012 because he wants to play at the top level, the Champions League, on a regular basis.

Schalke are in mid-table and could only be in the Europa League next season, provided they win the German cup final against second division Duisburg next month.

The Gelsenkirchen-born Neuer joined Schalke as a boy and has risen steadily through the ranks in two decades. Before his days as a pro he was also a regular in the stands.

Munich have been after him for years, but some of their die-hard fans have in public objected such a move, saying Neuer is too close to the Schalke fans.

That would eventually not stop Munich from a transfer, and the terrain will be further tested on Saturday when Schalke visit Bayern.

Whether or not talks between the clubs will be held around the game is unclear. However, Tuesday's performance in front of a worldwide TV audience will considerably raise the asking price.

While Bayern were expected to have to pay in the range of 15-20 million euros (21.9-29.1 million dollars), the figure of 25 million euros was mentioned on Wednesday by the German media for a summer transfer.

While Schalke don't rule out a sale if the price is right, they are also not sure whether to keep him after all – if only for one more season, which would then allow Neuer to leave on a free transfer in 2012.

“I believe that we have the best goalkeeper in the world ... His market value was never low. But you also sit there and wonder why, in God's name, you should let this player go,” said Schalke sports director Horst Heldt. – Sapa-dpa
